Calderdale Required to Build More Homes

According to today's Yorkshire Post, Calderdale is joint bottom of the national table with fewer than half the new homes needed being built; according to the Government's test. (What is this "test"?)
Calderdale will now face sanctions from government and will be required to find a further 20% "buffer" of land - in addition to its local plan - on which to deliver new homes.
What is going on; Calderdale's Local Plan is still with the inspector for determination before it can be signed off.
Where will this 20% be found and what is it a percentage of. Will the Local Plan have to be re-opened for public consultation?
Perhaps someone can elaborate on, or confirm the above facts.
