Look at this scenario.

Parked cars are totally covered in snow. Before setting off the wiper blades create a swept area. The driver doesn't think it necessary to clear any other part of the car, or the remainder of the windscreen.

So what we get is all windows obscured by snow. All the lights/indicators obscured by snow. The piled snow on the bonnet of the car blows onto the windscreen, limiting forward vision. And all other road users are endangered.

It would only take a few moments before setting off to sort this out.
