The article you link to is quite chilling.
I knew about the fact that Natural England was obliged to drop their prosecution of the Estate, but not the mechanism by which the pressure was exerted. Walshaw seems able to ride roughshod over all opposition, despite the damaging effect their activities on the moor on the environment, wildlife, and all of us downhill of them so severely impacted by flooding and the destruction of homes and livelihoods.
Calderdale who, as the Article States, failed to prosecute Walshaw has no money because of government cuts, to prosecute anyone for breaches of anything. (eg a planning decision on land by the allowed Little Park to go ahead, Why, fear of potential appeal costs!)
