Wheelchair accessible taxi's

A neighbour of mine has had difficulty in getting a local wheelchair accessible taxi and has had to use taxi's from areas as far apart as Rawtenstall and Halifax for journeys between Walsden and Halifax at some considerable cost. Previously I have worked as a support worker for people with physical disabilities and learning difficulties in London, moving to the Calder valley I then worked on the buses for five years.
I am thinking of combining the two and investigating the logistics of running a wheelchair accessible taxi in the Mytholmroyd, Hebden Bridge area but I really need to know if there is a grass roots need for such a service before I commit to purchasing such a vehicle license.
