Canal Interpretation Centre

Can someone please remind me how the people of Hebden Bridge came to decide that what they really needed was a Canal Interpretation Centre? And how did, "we don't need the old tourist information place as much as we need another chippy" get tied up into the same bargain?

The planning notice appeared in the local paper and the plans were available in the Council Offices. The plans were also exhibited in the TIC and people were invited to put their views. I objected at the time, but it would seem that most people either are not aware of the planning process or too busy or apathetic to respond. The same applies to the car parking charges.
