Cars/vans parking on pavements

This is driving me insane. Does anybody else feel that it is a problem and does anybody know what can be done about it? The only reasons anybody parks on a pavement are either to protect their car or to be considerate to other road users neither of which take any notice of people walking on the pavement. Last week I went to the police station to ask what could be done but it was shut! I rang Halifax who were less than helpful. 'We know it's a problem but we're very busy.' Does the new streetwarden have the power to do anything does anyone know?
Any suggestions would be most helpful in saving my sanity and giving me something to do now that foxhunting's been banned!
