 River Calder polluted?

Has the river been poisoned? Have the fish been killed? Who is responsible? I for one was so pleased when I saw that the trout were back, the heron was fishing by the bridge and the kingfisher was skimming the water next to our allotment. So what has happened, who will pay? More important, who will put everything back together again? And how?
