Underage drinking

My issue is with the shocking increase in underage drinking which is wholly attributable to the gangs hanging around the skate park. The litter is mainly a result of this. Local shopkeepers are obviously selling to underage youngsters to enable them to drink - weekend walks through the park are now almost spoilt - I personally don't like to walk through anytime after 6pm on a weekend because of the state of the kids hanging around the main park and the memorial gardens.
Just to really add to it, I saw an adult agreeing to purchase for a gang of kids outside Oasis the other week. I don't know if it was a mother but this just really left me thinking where the limits of tolerance and modern parenting really start and finish.
